Narrative:

Due to delay in ground related activities and delayed IFR release, arrival at destination (pln from cgx) was greater than 1 hour after sunset. This resulted in a violation of 61.57(B). The WX for the flight on IFR flight plan was good VFR but the WX forecast and actual WX for the next evening was IFR with airmets for icing associated with a winter low pressure system and cold front arrival. The evening departure resulted in the safest flight for at least 3-5 days into the future. This problem was related to marked changes in sunset time over the fall months from 9-10 O'clock pm, a few months (weeks) later to about 5:30 pm in early december.

Title: A TRINIDAD PVT PLT FLIES HIS ACFT FROM MEIGS FIELD, IL, TO HIS HOME BASE AT PLN, ARRIVING AFTER SUNSET, IN VIOLATION OF FAR 61 PT 57B WHICH REQUIRES 3 TKOFS AND LNDGS AT NIGHT IN LAST 90 DAYS.

THE WX FOR THE FLT ON IFR FLT PLAN WAS GOOD VFR BUT THE WX FORECAST AND ACTUAL WX FOR THE NEXT EVENING WAS IFR WITH AIRMETS FOR ICING ASSOCIATED WITH A WINTER LOW PRESSURE SYS AND COLD FRONT ARR. THE EVENING DEP RESULTED IN THE SAFEST FLT FOR AT LEAST 3-5 DAYS INTO THE FUTURE. THIS PROB WAS RELATED TO MARKED CHANGES IN SUNSET TIME OVER THE FALL MONTHS FROM 9-10 O'CLOCK PM, A FEW MONTHS (WKS) LATER TO ABOUT 5:30 PM IN EARLY DECEMBER.
