Narrative:
I was working R21 sector and climbed air carrier X to FL230 but meant to climb him to FL200. Not sure why. I put FL200 in data block and on ticket. Handed off to R60 who missed altitude error on check-in. R60 called traffic to air carrier X twice but pilot didn't ask about the seemingly very unusual situation (him climbing to FL230 head-on with air carrier Y descending to FL210).
