Narrative:

Had the center pedestal left panel loose and rubbing my right rudder. Found out that the velcro strip in the middle of the panel became unglued - and under this situation the panel can prevent the use of the left rudder. May be a velcro strip is not enough to hold the panel. Callback conversation with reporter revealed the following information: the reporter stated the aircraft was a fokker 100 and on takeoff roll the left rudder movement was restricted by the pedestal left side panel coming loose and blocked the right rudder pedal. The reporter said the side panel has two fasteners at the top and fits in a groove at the floor level and held in the center to prevent bowing by a velcro strip. The reporter said the velcro strip is glued in place and in this case became disbonded allowing the panel to bow pulling the panel from the floor groove and blocking the right rudder pedal. The reporter stated only instantaneous action prevented a runway excursion.

Title: A FOKKER 100 ON TKOF ROLL HAD THE L RUDDER PEDAL MOMENTARILY LIMITED BY THE CENTER PEDESTAL L SIDE PANEL COMING LOOSE AND BLOCKING THE R RUDDER PEDAL. CAUSED BY A DISBONDED VELCRO STRIP.

Narrative: HAD THE CENTER PEDESTAL L PANEL LOOSE AND RUBBING MY RIGHT RUDDER. FOUND OUT THAT THE VELCRO STRIP IN THE MIDDLE OF THE PANEL BECAME UNGLUED - AND UNDER THIS SIT THE PANEL CAN PREVENT THE USE OF THE L RUDDER. MAY BE A VELCRO STRIP IS NOT ENOUGH TO HOLD THE PANEL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE REPORTER STATED THE ACFT WAS A FOKKER 100 AND ON TKOF ROLL THE L RUDDER MOVEMENT WAS RESTRICTED BY THE PEDESTAL L SIDE PANEL COMING LOOSE AND BLOCKED THE R RUDDER PEDAL. THE RPTR SAID THE SIDE PANEL HAS TWO FASTENERS AT THE TOP AND FITS IN A GROOVE AT THE FLOOR LEVEL AND HELD IN THE CENTER TO PREVENT BOWING BY A VELCRO STRIP. THE RPTR SAID THE VELCRO STRIP IS GLUED IN PLACE AND IN THIS CASE BECAME DISBONDED ALLOWING THE PANEL TO BOW PULLING THE PANEL FROM THE FLOOR GROOVE AND BLOCKING THE RIGHT RUDDER PEDAL. THE RPTR STATED ONLY INSTANTANEOUS ACTION PREVENTED A RWY EXCURSION.
