Narrative:

Air carrier X declared an emergency due to smoke in the cockpit. Aircraft landed and taxied off the runway. Aircraft was switched to ground control 132.45. Aircraft was unable to communicate with crash fire rescue due to fire vehicles not having both ground control frequencys. This also results in vehicles moving on the airport unable to communicate with the controller who has responsibility for the area. I fear it is a runway incursion waiting to happen.

Title: IAD CTLR CONCERNED WITH ON-ARPT EMER GND PERSONNEL NOT HAVING ALL TWR GND CTL FREQS WHEN ASSISTING EMER ACFT ON THE ARPT.

Narrative: ACR X DECLARED AN EMER DUE TO SMOKE IN THE COCKPIT. ACFT LANDED AND TAXIED OFF THE RWY. ACFT WAS SWITCHED TO GND CTL 132.45. ACFT WAS UNABLE TO COMMUNICATE WITH CRASH FIRE RESCUE DUE TO FIRE VEHICLES NOT HAVING BOTH GND CTL FREQS. THIS ALSO RESULTS IN VEHICLES MOVING ON THE ARPT UNABLE TO COMMUNICATE WITH THE CTLR WHO HAS RESPONSIBILITY FOR THE AREA. I FEAR IT IS A RWY INCURSION WAITING TO HAPPEN.
