While flying VFR over the top over new york class B airspace at 7500 ft, a VFR climb was necessary to 9500 ft to maintain VFR while continuing along encountered IMC conditions at 9500 ft MSL. Relayed situation to new york/bdl/pvd approach and asked for IFR clearance to lower VMC conditions. Encountered IMC until destination (owd). Conducted instrument approach (localizer) to landing. WX conditions encountered not as forecast by FSS WX briefer.
