Narrative:

ZZZ high altitude sector at ZID was on the verge of being out of control. This is a daily occurrence. Air carrier X called at FL340 for FL330. I issued air carrier X to maintain FL310. However, I was working off the data block which read FL330. I observed air carrier X at FL325 and told him to maintain FL330. There were too many aircraft in the airspace with no flow restrs. This sector routinely goes 'red' and nothing is done about it. Someone is going to get killed if we don't relieve some of the aircraft load in that sector. Callback conversation with reporter revealed the following information: reporter works the ZZZ high sector at ZID. He said that 5 or 6 times a day the sector becomes extremely busy and complex because of traffic departing. Most of the traffic, including enroutes, converge on the rosewood VOR. He said sector is in 1 or 6 areas and has had 90% of the operrors, which he states is often. He said the incident in this report was between an air carrier DC9 descending to FL310 with an air carrier carj at FL310. It was the first of two operrors that week on the sector. He said when the facility traffic management unit puts in flow restrs, they are usually removed by the washington flow controllers.

Title: ZID CTLR CLRED A DC9 TO FL310 WITH A CARJ AT FL310.

Narrative: ZZZ HIGH ALT SECTOR AT ZID WAS ON THE VERGE OF BEING OUT OF CTL. THIS IS A DAILY OCCURRENCE. ACR X CALLED AT FL340 FOR FL330. I ISSUED ACR X TO MAINTAIN FL310. HOWEVER, I WAS WORKING OFF THE DATA BLOCK WHICH READ FL330. I OBSERVED ACR X AT FL325 AND TOLD HIM TO MAINTAIN FL330. THERE WERE TOO MANY ACFT IN THE AIRSPACE WITH NO FLOW RESTRS. THIS SECTOR ROUTINELY GOES 'RED' AND NOTHING IS DONE ABOUT IT. SOMEONE IS GOING TO GET KILLED IF WE DON'T RELIEVE SOME OF THE ACFT LOAD IN THAT SECTOR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WORKS THE ZZZ HIGH SECTOR AT ZID. HE SAID THAT 5 OR 6 TIMES A DAY THE SECTOR BECOMES EXTREMELY BUSY AND COMPLEX BECAUSE OF TFC DEPARTING. MOST OF THE TFC, INCLUDING ENROUTES, CONVERGE ON THE ROSEWOOD VOR.
