Narrative:

While completing deferral (MEL requirement) of the F1 lavatory, I was questioned by the purser (flight attendant #1) on flight on why the lavatory was being placarded inoperative. I informed her that the toilet was not working and the lavatory was to remain closed. After hearing this, she then informed me that she would (once I was gone) remove the inoperative sticker from the F1 lavatory and unlock the door for use. I am writing this statement to inform you that I at that time prior to departure had accomplished all necessary paperwork and complied with all MEL requirements of the F1 lavatory. The use of any placarded system by any person constitutes a violation of FARS and MEL requirements.

Title: MECH RPT ON INOP LAVATORY DEFERRED FOR MAINT. PURSER INSISTED ON USING IT, VIOLATING FARS AND MEL REQUIREMENTS.

Narrative: WHILE COMPLETING DEFERRAL (MEL REQUIREMENT) OF THE F1 LAVATORY, I WAS QUESTIONED BY THE PURSER (FLT ATTENDANT #1) ON FLT ON WHY THE LAVATORY WAS BEING PLACARDED INOP. I INFORMED HER THAT THE TOILET WAS NOT WORKING AND THE LAVATORY WAS TO REMAIN CLOSED. AFTER HEARING THIS, SHE THEN INFORMED ME THAT SHE WOULD (ONCE I WAS GONE) REMOVE THE INOP STICKER FROM THE F1 LAVATORY AND UNLOCK THE DOOR FOR USE. I AM WRITING THIS STATEMENT TO INFORM YOU THAT I AT THAT TIME PRIOR TO DEP HAD ACCOMPLISHED ALL NECESSARY PAPERWORK AND COMPLIED WITH ALL MEL REQUIREMENTS OF THE F1 LAVATORY. THE USE OF ANY PLACARDED SYS BY ANY PERSON CONSTITUTES A VIOLATION OF FARS AND MEL REQUIREMENTS.
