Narrative:

We were cleared to cross drxlr intersection on the rokit 2 arrival at 6000 ft and upon reaching drxlr intersection, turned right to a heading of 310 degrees (130 degree right turn). Approaching drxlr intersection, we began our turn to 310 degrees and were advised of the air carrier climbing through 6000 ft at our 10 O'clock position. We had traffic visually and on TCASII. During our turn, a senior controller came on the radio and instructed us to 'descend immediately to 2000 ft MSL and turn to a heading of 180 degrees.' we complied with these instructions and had a TCASII RA and still had the air carrier visually. While turning to 180 degrees and descending, we were advised to level at 3000 ft and turn back to a 310 degree heading. Additional traffic was pointed out and we were subsequently advised to follow another aircraft visually to intercept the localizer for runway 12R. We followed the instructions, intercepted the localizer for runway 12R and landed uneventfully. The initial controller was very hard to understand and we had to ask him several times about our clearance limit fix and when he wanted us to turn to 310 degree heading (along with several other aircraft). The controller held us up at 6000 ft MSL and never cleared us to a lower altitude until the senior controller stepped in and told us to descend immediately to 2000 ft MSL and 180 degree heading. We did start our turn 1.5 NM early, due to a 40 KT tailwind and having to make a 130 degree right turn to a 310 degree heading. The controller forgot to descend us at drxlr intersection and we were put into a possible traffic conflict with a departing air carrier. At no time did we feel we were going to have a traffic conflict since we had the air carrier visually and on TCASII. We passed under the air carrier within 1 NM and +800 ft on TCASII indication during our descent. The air carrier was also climbing out, making the distance greater.

Title: A CE650, ON IAH'S ROKIT 2 ARR, EXPERIENCED A TA WITH AN ACR. THE RPTRS ATTRIBUTED THE CONFUSION TO A LANGUAGE BARRIER WITH THE CTLR.

APCHING DRXLR INTXN, WE BEGAN OUR TURN TO 310 DEGS AND WERE ADVISED OF THE ACR CLBING THROUGH 6000 FT AT OUR 10 O'CLOCK POS. WE HAD TFC VISUALLY AND ON TCASII. DURING OUR TURN, A SENIOR CTLR CAME ON THE RADIO AND INSTRUCTED US TO 'DSND IMMEDIATELY TO 2000 FT MSL AND TURN TO A HDG OF 180 DEGS.' WE COMPLIED WITH THESE INSTRUCTIONS AND HAD A TCASII RA AND STILL HAD THE ACR VISUALLY. WHILE TURNING TO 180 DEGS AND DSNDING, WE WERE ADVISED TO LEVEL AT 3000 FT AND TURN BACK TO A 310 DEG HDG. ADDITIONAL TFC WAS POINTED OUT AND WE WERE SUBSEQUENTLY ADVISED TO FOLLOW ANOTHER ACFT VISUALLY TO INTERCEPT THE LOC FOR RWY 12R. WE FOLLOWED THE INSTRUCTIONS, INTERCEPTED THE LOC FOR RWY 12R AND LANDED UNEVENTFULLY. THE INITIAL CTLR WAS VERY HARD TO UNDERSTAND AND WE HAD TO ASK HIM SEVERAL TIMES ABOUT OUR CLRNC LIMIT FIX AND WHEN HE WANTED US TO TURN TO 310 DEG HDG (ALONG WITH SEVERAL OTHER ACFT). THE CTLR HELD US UP AT 6000 FT MSL AND NEVER CLRED US TO A LOWER ALT UNTIL THE SENIOR CTLR STEPPED IN AND TOLD US TO DSND IMMEDIATELY TO 2000 FT MSL AND 180 DEG HDG. WE DID START OUR TURN 1.5 NM EARLY, DUE TO A 40 KT TAILWIND AND HAVING TO MAKE A 130 DEG R TURN TO A 310 DEG HDG. THE CTLR FORGOT TO DSND US AT DRXLR INTXN AND WE WERE PUT INTO A POSSIBLE TFC CONFLICT WITH A DEPARTING ACR. AT NO TIME DID WE FEEL WE WERE GOING TO HAVE A TFC CONFLICT SINCE WE HAD THE ACR VISUALLY AND ON TCASII. WE PASSED UNDER THE ACR WITHIN 1 NM AND +800 FT ON TCASII INDICATION DURING OUR DSCNT. THE ACR WAS ALSO CLBING OUT, MAKING THE DISTANCE GREATER.
