Narrative:

VFR flight from greenville, PA, to elizabethtown, ky, landing for fuel. WX was rough and bumpy -- 36-42 KT headwind. Nearing louisville, ky, intending to land at elizabethtown, ky, accidental penetration of R3704 occurred. While I had realized penetration had occurred, I was not concerned because I read the WAC chart (cg-21) and thought the area was an alert area, named goodman 'aa.' below this name was a control tower frequency and runway information. Since it was not my intention to land at the described runway, I failed to read further below where the area is posted R3704. While I now realize my error, this is a situation on the WAC chart cg-21 that I feel lends itself to mislead or invoke a good possibility for mistake.

Title: A GA PLT DID NOT CAREFULLY READ HIS WAC CHART AND INADVERTENTLY ENTERED RESTR AIRSPACE R3704.

Narrative: VFR FLT FROM GREENVILLE, PA, TO ELIZABETHTOWN, KY, LNDG FOR FUEL. WX WAS ROUGH AND BUMPY -- 36-42 KT HEADWIND. NEARING LOUISVILLE, KY, INTENDING TO LAND AT ELIZABETHTOWN, KY, ACCIDENTAL PENETRATION OF R3704 OCCURRED. WHILE I HAD REALIZED PENETRATION HAD OCCURRED, I WAS NOT CONCERNED BECAUSE I READ THE WAC CHART (CG-21) AND THOUGHT THE AREA WAS AN ALERT AREA, NAMED GOODMAN 'AA.' BELOW THIS NAME WAS A CTL TWR FREQ AND RWY INFO. SINCE IT WAS NOT MY INTENTION TO LAND AT THE DESCRIBED RWY, I FAILED TO READ FURTHER BELOW WHERE THE AREA IS POSTED R3704. WHILE I NOW REALIZE MY ERROR, THIS IS A SIT ON THE WAC CHART CG-21 THAT I FEEL LENDS ITSELF TO MISLEAD OR INVOKE A GOOD POSSIBILITY FOR MISTAKE.
