Narrative:

Flying west on V8 past gri 8000 ft MSL, tops rose above cruising altitude while on IFR flight plan. Observed temperature at about 0 degrees C, pitot heat on defroster on high began to build ice (rime). Called controller twice within 30 seconds. I then heard another aircraft talking with center. At about 45 seconds, I began to climb. Made contact with center at 8500 ft requesting permission to climb to 10000 ft. Center gave permission to climb. At this point, tops were over 10000 ft and still building 'slight' ice. Requested climb to 12000 ft, temperature -6 degrees C. Center reminded me that I needed permission to climb from altitude.

CTR GAVE PERMISSION TO CLB. AT THIS POINT, TOPS WERE OVER 10000 FT AND STILL BUILDING 'SLIGHT' ICE. REQUESTED CLB TO 12000 FT, TEMP -6 DEGS C. CTR REMINDED ME THAT I NEEDED PERMISSION TO CLB FROM ALT.
