Narrative:

Noted 7 KT difference between captain's and first officer's IAS on takeoff which continued to show at cruise. First officer flying chose to use speed brake to increase rate of descent while turning base to final. With 20 degree bank and IAS of 207 KTS (captain) and 217 KTS (first officer) got stick shaker when flap 0 degrees maneuver speed was 197 KTS.
