Narrative:

Msy ground cleared us to taxi to runway 19 via taxiway south. As we approached a construction area abeam concourse gate, a B737 was told to move to the right and hold for a B727 then taxi to gate. Air carrier Y said 'it's ok, we can make it.' B737 continued to taxi, in violation of its clearance. It was apparent B737 was not going to stop, so I had to abruptly stop aircraft, set parking brake and wait. There was not enough room for 2 aircraft to pass in this construction area. In fact, we stopped 25 ft short of the narrowest area so as to not collide with air carrier Y. Air carrier Y turned toward us, then they turned away. The B737 taxied into a non movement area with his wing over a construction fence. Had we not stopped we would have had an accident. Real cause: airline Y's taxiing too fast. They violated an ATC clearance. Solution: monitor air carrier Y taxi procedures. Some day we are going to have a serious problem when air carrier Y has a ground accident if nothing is done about their taxi techniques. Solution to this one: violate air carrier Y for violating a clearance and endangering 143 passenger and 7 crew members on my flight, along with passenger and crew of air carrier Y aircraft.

Title: A B727-200 HAS TO HOLD CLR AND AVOID A FAST TAXIING B737 WHEN THE B737 CREW FAILS TO ADHERE TO THEIR GND HOLDING CLRNC FROM GND CTLR AT MSY, LA.

Narrative: MSY GND CLRED US TO TAXI TO RWY 19 VIA TXWY S. AS WE APCHED A CONSTRUCTION AREA ABEAM CONCOURSE GATE, A B737 WAS TOLD TO MOVE TO THE R AND HOLD FOR A B727 THEN TAXI TO GATE. ACR Y SAID 'IT'S OK, WE CAN MAKE IT.' B737 CONTINUED TO TAXI, IN VIOLATION OF ITS CLRNC. IT WAS APPARENT B737 WAS NOT GOING TO STOP, SO I HAD TO ABRUPTLY STOP ACFT, SET PARKING BRAKE AND WAIT. THERE WAS NOT ENOUGH ROOM FOR 2 ACFT TO PASS IN THIS CONSTRUCTION AREA. IN FACT, WE STOPPED 25 FT SHORT OF THE NARROWEST AREA SO AS TO NOT COLLIDE WITH ACR Y. ACR Y TURNED TOWARD US, THEN THEY TURNED AWAY. THE B737 TAXIED INTO A NON MOVEMENT AREA WITH HIS WING OVER A CONSTRUCTION FENCE. HAD WE NOT STOPPED WE WOULD HAVE HAD AN ACCIDENT.
