Narrative:

During a departure from stl, we were given a climb to 3000 ft. We leveled off and increased our speed, ATC kept our altitude of 3000 ft longer than usual for other departures. Once ATC instructed us to climb, we were faster than our climb speed of 170 KTS, we were doing about 230 KTS. The captain (PF) set 170 on the autoplt and the aircraft started to climb and slow down. ATC at this time gave us instructions to reduce climb speed to 180. We did this, but once we leveled off, the captain started to increase speed. ATC at this time asked us what our speed was and gave us a vector 40-50 degrees left of our course, then stl departure pretty much told us that we needed to follow his instructions. During the last few communications with ATC, we understood that 'reduce climb to 180 KTS' was only for the climb, this is why the captain increased the speed after leveloff. I feel that if ATC didn't use the term 'reduce climb to 180' and instead said 'reduce speed' this problem would not come up.

Title: A CLBING J41 PIC EXPERIENCES A SPD DEV WHEN THE CREW MISUNDERSTANDS THE DEP CTLR'S INSTRUCTIONS FOR CLB SPD RESTRS NE OF STL, MO.

Narrative: DURING A DEP FROM STL, WE WERE GIVEN A CLB TO 3000 FT. WE LEVELED OFF AND INCREASED OUR SPD, ATC KEPT OUR ALT OF 3000 FT LONGER THAN USUAL FOR OTHER DEPS. ONCE ATC INSTRUCTED US TO CLB, WE WERE FASTER THAN OUR CLB SPD OF 170 KTS, WE WERE DOING ABOUT 230 KTS. THE CAPT (PF) SET 170 ON THE AUTOPLT AND THE ACFT STARTED TO CLB AND SLOW DOWN. ATC AT THIS TIME GAVE US INSTRUCTIONS TO REDUCE CLB SPD TO 180. WE DID THIS, BUT ONCE WE LEVELED OFF, THE CAPT STARTED TO INCREASE SPD. ATC AT THIS TIME ASKED US WHAT OUR SPD WAS AND GAVE US A VECTOR 40-50 DEGS L OF OUR COURSE, THEN STL DEP PRETTY MUCH TOLD US THAT WE NEEDED TO FOLLOW HIS INSTRUCTIONS. DURING THE LAST FEW COMS WITH ATC, WE UNDERSTOOD THAT 'REDUCE CLB TO 180 KTS' WAS ONLY FOR THE CLB, THIS IS WHY THE CAPT INCREASED THE SPD AFTER LEVELOFF. I FEEL THAT IF ATC DIDN'T USE THE TERM 'REDUCE CLB TO 180' AND INSTEAD SAID 'REDUCE SPD' THIS PROB WOULD NOT COME UP.
