Narrative:

While on the kokomo 1 arrival from clt out of FL240, cleared direct to bearz intersection and given 11000 ft. ATC requested 'no delay to 11000 ft.' level change was used and speed was 310 KTS, as also requested by ATC (ZAU 127.8). Prior to leveling off at 11000 ft, about 12-15 mi sse of bearz intersection we had a TA followed by an RA, to 'descend, descend.' the RA traffic was climbing and the RA was to descend, but at the same time ATC told us to stop descent. Our traffic was an air carrier following their own RA, due to VFR traffic at 9500 ft. (Captain gave center a phone call on ground.) the captain followed the RA for a few seconds and upon reaching 11000 ft we were 'clear of conflict.' the RA seemed conflicting, especially when ATC said 'stop descending.' however, RA was followed and never had to go below assigned altitude of 11000 ft.

LEVEL CHANGE WAS USED AND SPD WAS 310 KTS, AS ALSO REQUESTED BY ATC (ZAU 127.8). PRIOR TO LEVELING OFF AT 11000 FT, ABOUT 12-15 MI SSE OF BEARZ INTXN WE HAD A TA FOLLOWED BY AN RA, TO 'DSND, DSND.' THE RA TFC WAS CLBING AND THE RA WAS TO DSND, BUT AT THE SAME TIME ATC TOLD US TO STOP DSCNT. OUR TFC WAS AN ACR FOLLOWING THEIR OWN RA, DUE TO VFR TFC AT 9500 FT. (CAPT GAVE CTR A PHONE CALL ON GND.) THE CAPT FOLLOWED THE RA FOR A FEW SECONDS AND UPON REACHING 11000 FT WE WERE 'CLR OF CONFLICT.' THE RA SEEMED CONFLICTING, ESPECIALLY WHEN ATC SAID 'STOP DSNDING.' HOWEVER, RA WAS FOLLOWED AND NEVER HAD TO GO BELOW ASSIGNED ALT OF 11000 FT.
