Air carrier X cleared for a visual approach from the downwind didn't turn base or descend for at least 5 mi. B737 air carrier Y on a straight-in approach level at 4000 ft, established on localizer, wouldn't slow -- had to be vectored off of the localizer. Loss of separation occurred while air carrier Y B737 was turning.
