Air carrier X cleared for a visual approach from the downwind didn't turn base or descend for at least 5 mi. B737 air carrier Y on a straight-in approach level at 4000 ft, established on localizer, wouldn't slow -- had to be vectored off of the localizer. Loss of separation occurred while air carrier Y B737 was turning.

Narrative: ACR X CLRED FOR A VISUAL APCH FROM THE DOWNWIND DIDN'T TURN BASE OR DSND FOR AT LEAST 5 MI. B737 ACR Y ON A STRAIGHT-IN APCH LEVEL AT 4000 FT, ESTABLISHED ON LOC, WOULDN'T SLOW -- HAD TO BE VECTORED OFF OF THE LOC. LOSS OF SEPARATION OCCURRED WHILE ACR Y B737 WAS TURNING.
