Narrative:

I had not been to skaneateles airport (6b9) for 2 weeks. I was most assuredly concentrating on my flight plan, to chatham (cqx) on cape cod, at about XA45 that day when I spoke with buffalo FSS to brief and file. Part of the brief are the NOTAMS. There were 'no NOTAMS pertinent to your flight.' I arrived at the airport with my family at XC00 and preflight the aircraft. (There were no warning signs or notices posted anywhere on the airport, and its owner had not been notified, I later found out.) I departed at XC30 on the correct runway, which because of an east wind, was runway 10. I did a standard departure, 1000 FPM, which apparently took me adjacent to the vip's house. At this time I was beginning to speak with syr approach control, who gave me a transponder code, and at about 4 mi from the airport called 'radar contact.' I guess I was at about 900 ft and just north of the house on my initial climb out. I was contacted by government organization at my destination (cqx) and I assured them that I knew nothing about the location of vip's house and was not warned by FSS or any notification at the airport. My choice of runway and departure procedures were correct, safe, and standard, and conducted under an instrument flight plan. I came to learn later from other pilots, that even after several incursions, there were no notices posted at skaneateles airport. I also learned that the approach to runway 28 and departure on runway 10 were within the vip's airspace, so violation was inevitable, and would occur whenever an aircraft taxied onto the runway.

Narrative: I HAD NOT BEEN TO SKANEATELES ARPT (6B9) FOR 2 WKS. I DEPARTED AT XC30 ON THE CORRECT RWY, WHICH BECAUSE OF AN E WIND, WAS RWY 10. I DID A STANDARD DEP, 1000 FPM, WHICH APPARENTLY TOOK ME ADJACENT TO THE VIP'S HOUSE. AT THIS TIME I WAS BEGINNING TO SPEAK WITH SYR APCH CTL, WHO GAVE ME A XPONDER CODE, AND AT ABOUT 4 MI FROM THE ARPT CALLED 'RADAR CONTACT.' I GUESS I WAS AT ABOUT 900 FT AND JUST N OF THE HOUSE ON MY INITIAL CLBOUT. I WAS CONTACTED BY GOV ORGANIZATION AT MY DEST (CQX) AND I ASSURED THEM THAT I KNEW NOTHING ABOUT THE LOCATION OF VIP'S HOUSE AND WAS NOT WARNED BY FSS OR ANY NOTIFICATION AT THE ARPT. MY CHOICE OF RWY AND DEP PROCS WERE CORRECT, SAFE, AND STANDARD, AND CONDUCTED UNDER AN INST FLT PLAN. I CAME TO LEARN LATER FROM OTHER PLTS, THAT EVEN AFTER SEVERAL INCURSIONS, THERE WERE NO NOTICES POSTED AT SKANEATELES ARPT. I ALSO LEARNED THAT THE APCH TO RWY 28 AND DEP ON RWY 10 WERE WITHIN THE VIP'S AIRSPACE, SO VIOLATION WAS INEVITABLE, AND WOULD OCCUR WHENEVER AN ACFT TAXIED ONTO THE RWY.
