Flight air carrier X dfw-cun had placard ab-clearance delivery engine cowl anti-icing valves/inlet guide vane valves inoperative open. It calls for a reduction of 4900 pounds off maximum allowable takeoff weight and 2900 pounds off the runway limit and climb limited landing weight. The structural weight was 177900 pounds and with the reduction, maximum takeoff weight should have been 173000 pounds. Flight took off 4400 pounds overweight. The aircraft turned air carrier X/a cun-dfw and reduction was made correctly.

Narrative: FLT ACR X DFW-CUN HAD PLACARD AB-CD ENG COWL ANTI-ICING VALVES/INLET GUIDE VANE VALVES INOP OPEN. IT CALLS FOR A REDUCTION OF 4900 LBS OFF MAX ALLOWABLE TKOF WT AND 2900 LBS OFF THE RWY LIMIT AND CLB LIMITED LNDG WT. THE STRUCTURAL WT WAS 177900 LBS AND WITH THE REDUCTION, MAX TKOF WT SHOULD HAVE BEEN 173000 LBS. FLT TOOK OFF 4400 LBS OVERWT. THE ACFT TURNED ACR X/A CUN-DFW AND REDUCTION WAS MADE CORRECTLY.
