Narrative:
While descending through 10000 ft with clearance to cross rbv VOR at 8000 ft, we encountered a TCASII RA alert to stop descent and climb. We complied with alert, noting a red square TCASII icon at our altitude concurrent with a visual acquisition of non-communicating VFR traffic at our altitude laterally separated by approximately 300-500 ft. Reported near miss to ny approach.

Narrative: WHILE DSNDING THROUGH 10000 FT WITH CLRNC TO CROSS RBV VOR AT 8000 FT, WE ENCOUNTERED A TCASII RA ALERT TO STOP DSCNT AND CLB. WE COMPLIED WITH ALERT, NOTING A RED SQUARE TCASII ICON AT OUR ALT CONCURRENT WITH A VISUAL ACQUISITION OF NON-COMMUNICATING VFR TFC AT OUR ALT LATERALLY SEPARATED BY APPROX 300-500 FT.
