Narrative:

We departed from panama city, fl. We selected flaps 17 degrees for takeoff and after takeoff we selected flaps 0 degrees and the flaps came up. Upon approaching fort walton, fl, we selected flaps 17 degrees and noted the indicator. After selecting flaps 35 degrees, the indicator was still showing 17 degrees and we received 'too low flaps' warning from GPWS. We chose to continue the approach. However, we found out we had no data for flaps 17 degrees landing. Our checklists provide numbers for flaps up or flaps 35 degrees landing.
