Narrative:

We were cleared to descend and cross 30 mi south of stl at and maintain 15000 ft MSL. My copilot entered the crossing restr into the FMS. We started our descent and I then verified the crossing restr with ATC. We followed the descent rate given by the FMS. ATC then gave us a left turn of 360 degrees. I asked the controller if the turn was a result of some traffic conflict. There was none stated. He said that we did not make the crossing restr even though we were more than 5 mi from our crossing point according to the FMS.

Title: PLT QUESTIONS ARTCC'S ASSUMPTION THAT HE DID NOT MAKE A XING RESTR.

Narrative: WE WERE CLRED TO DSND AND CROSS 30 MI S OF STL AT AND MAINTAIN 15000 FT MSL. MY COPLT ENTERED THE XING RESTR INTO THE FMS. WE STARTED OUR DSCNT AND I THEN VERIFIED THE XING RESTR WITH ATC. WE FOLLOWED THE DSCNT RATE GIVEN BY THE FMS. ATC THEN GAVE US A L TURN OF 360 DEGS. I ASKED THE CTLR IF THE TURN WAS A RESULT OF SOME TFC CONFLICT. THERE WAS NONE STATED. HE SAID THAT WE DID NOT MAKE THE XING RESTR EVEN THOUGH WE WERE MORE THAN 5 MI FROM OUR XING POINT ACCORDING TO THE FMS.
