Narrative:

Taxi out at msp was uneventful until we were #1 for takeoff on runway 30R, holding short on taxiway east/E1. With an aircraft 3 to 3 1/2 mi out on final and one that just landed, tower cleared us into position and hold. The copilot acknowledged and I started for the runway, but before I had moved 100 ft, tower said 'hold short, this isn't going to work.' I stopped and the copilot advised tower that we were across the hold short line. Tower acknowledged and told the B757 on final that he was cleared to land. I did not feel that the tower could see how far over the hold short line we had gone and I wanted the aircraft on final to know so I told tower that we were 25-30 ft over the hold short line. Tower acknowledged and again told the aircraft on final that he was 'cleared to land.' this is a safety issue as are the aircraft that turn off the runway after landing and stop with some or all of their aircraft on the runway side of the hold short line. I believe the problem in msp is due to too little room (space) between the runways and the ramp and associated txwys. It is also due to heavy 'banks' and high numbers of aircraft in and out during the 'banks.' perhaps a note on the ATIS to remind pilots to completely clear the runway and the hold short area and something to alert those taxiing to give way to aircraft exiting the runway would help.

Title: CAPT OF AN MD80 INFORMED LCL TWR CTLR 2 TIMES THAT HE WAS PAST THE RWY HOLD SHORT LINE IN ORDER THAT A B757 FLC ON FINAL WOULD BE AWARE OF THAT FACT SINCE THEY HAD BEEN CLRED TO LAND.

THE COPLT ACKNOWLEDGED AND I STARTED FOR THE RWY, BUT BEFORE I HAD MOVED 100 FT, TWR SAID 'HOLD SHORT, THIS ISN'T GOING TO WORK.' I STOPPED AND THE COPLT ADVISED TWR THAT WE WERE ACROSS THE HOLD SHORT LINE. TWR ACKNOWLEDGED AND TOLD THE B757 ON FINAL THAT HE WAS CLRED TO LAND. I DID NOT FEEL THAT THE TWR COULD SEE HOW FAR OVER THE HOLD SHORT LINE WE HAD GONE AND I WANTED THE ACFT ON FINAL TO KNOW SO I TOLD TWR THAT WE WERE 25-30 FT OVER THE HOLD SHORT LINE. TWR ACKNOWLEDGED AND AGAIN TOLD THE ACFT ON FINAL THAT HE WAS 'CLRED TO LAND.' THIS IS A SAFETY ISSUE AS ARE THE ACFT THAT TURN OFF THE RWY AFTER LNDG AND STOP WITH SOME OR ALL OF THEIR ACFT ON THE RWY SIDE OF THE HOLD SHORT LINE. I BELIEVE THE PROB IN MSP IS DUE TO TOO LITTLE ROOM (SPACE) BTWN THE RWYS AND THE RAMP AND ASSOCIATED TXWYS. IT IS ALSO DUE TO HVY 'BANKS' AND HIGH NUMBERS OF ACFT IN AND OUT DURING THE 'BANKS.' PERHAPS A NOTE ON THE ATIS TO REMIND PLTS TO COMPLETELY CLR THE RWY AND THE HOLD SHORT AREA AND SOMETHING TO ALERT THOSE TAXIING TO GIVE WAY TO ACFT EXITING THE RWY WOULD HELP.
