Narrative:

On modesto 2 arrival into sfo, we were given a late descent from FL390 planning a .81/301 descent. We were eventually given a descent to cross cedes intersection at 11000 ft, no speed restr. Soon thereafter, we were told to slow to 280 KIAS, which resulted in our having to use 1/2 speed brakes to make the cedes restr. Approximately 10-15 NM from cedes, we were given a further speed reduction to 250 KIAS. Then, with nearly full sp brakes, we were still going to cross cedes at 11000 ft. When passing approximately 13000 ft, we were given an immediate speed reduction to 210 KIAS. The frequency was so congestion that by the time we realized we would not be able to make the restr, we could not ask for relief on our crossing restr. This resulted in our crossing cedes approximately 300-500 ft high. We leveled at 11000 ft approximately 1 mi past cedes. No traffic conflicts resulted that we are aware of.

Title: B757 UNABLE TO MAKE BOTH SPD AND XING RESTRS THAT WERE ASSIGNED TOO LATE. FREQ CONGESTION PREVENTS GETTING RELIEF FROM CTLR.

Narrative: ON MODESTO 2 ARR INTO SFO, WE WERE GIVEN A LATE DSCNT FROM FL390 PLANNING A .81/301 DSCNT. WE WERE EVENTUALLY GIVEN A DSCNT TO CROSS CEDES INTXN AT 11000 FT, NO SPD RESTR. SOON THEREAFTER, WE WERE TOLD TO SLOW TO 280 KIAS, WHICH RESULTED IN OUR HAVING TO USE 1/2 SPD BRAKES TO MAKE THE CEDES RESTR. APPROX 10-15 NM FROM CEDES, WE WERE GIVEN A FURTHER SPD REDUCTION TO 250 KIAS. THEN, WITH NEARLY FULL SP BRAKES, WE WERE STILL GOING TO CROSS CEDES AT 11000 FT. WHEN PASSING APPROX 13000 FT, WE WERE GIVEN AN IMMEDIATE SPD REDUCTION TO 210 KIAS. THE FREQ WAS SO CONGESTION THAT BY THE TIME WE REALIZED WE WOULD NOT BE ABLE TO MAKE THE RESTR, WE COULD NOT ASK FOR RELIEF ON OUR XING RESTR. THIS RESULTED IN OUR XING CEDES APPROX 300-500 FT HIGH. WE LEVELED AT 11000 FT APPROX 1 MI PAST CEDES. NO TFC CONFLICTS RESULTED THAT WE ARE AWARE OF.
