Narrative: ACR XXX WAS DSNDED FROM FL240 TO FL180 THROUGH ACR YYY AT FL230. BOTH ACFT WERE SBOUND WITH ACR YYY ON A RADAR VECTOR TO PROVIDE SEPARATION. THE VECTOR DIDN'T WORK.
