Narrative:

On aug/xa/99 I was IFR from dut, az, to las, nv. After handoff from ZLA to las approach, I was asked to maintain airspeed as I was being followed by a faster aircraft. At the time I was on base for runway 19R and advised approach I would maintain 170 KTS. Approach changed my runway to runway 19L, cleared me to land, and advised me to expedite. I landed at 110 KTS and was advised to expedite my exit from runway 19L and stay on frequency. I maintained 40 KTS (as per asi) and turned off runway as soon as able. I was cleared across runway 19R and acknowledged my instructions. I crossed the parallel taxiway between runway 19L&right, maintaining 40 KTS in order to cross runway 19R as quickly as possible, just prior to entry to runway 19R (approximately 100 ft) I looked right and observed a twin engine commercial aircraft about to touch down on runway 19R (I estimate the approaching aircraft was approximately 50-100 ft from touchdown). In my judgement, I believed I would not be able to cross runway 19R in sufficient time to clear the landing aircraft's path. I applied my hand brake and stopped past the runway entry markers but short of complete entry onto runway 19R. The oncoming (landing) aircraft advised the tower of its intention to 'go around,' which was acknowledged by tower and stated that it was a runway incursion and cleared the aircraft for the go around. As PIC, I took what I believe to be 'in the interest of safety' the only possible action in order to prevent a bad situation from becoming worse.

AT THE TIME I WAS ON BASE FOR RWY 19R AND ADVISED APCH I WOULD MAINTAIN 170 KTS. APCH CHANGED MY RWY TO RWY 19L, CLRED ME TO LAND, AND ADVISED ME TO EXPEDITE. I LANDED AT 110 KTS AND WAS ADVISED TO EXPEDITE MY EXIT FROM RWY 19L AND STAY ON FREQ. I MAINTAINED 40 KTS (AS PER ASI) AND TURNED OFF RWY AS SOON AS ABLE. IN MY JUDGEMENT, I BELIEVED I WOULD NOT BE ABLE TO CROSS RWY 19R IN SUFFICIENT TIME TO CLR THE LNDG ACFT'S PATH. I APPLIED MY HAND BRAKE AND STOPPED PAST THE RWY ENTRY MARKERS BUT SHORT OF COMPLETE ENTRY ONTO RWY 19R. THE ONCOMING (LNDG) ACFT ADVISED THE TWR OF ITS INTENTION TO 'GO AROUND,' WHICH WAS ACKNOWLEDGED BY TWR AND STATED THAT IT WAS A RWY INCURSION AND CLRED THE ACFT FOR THE GAR. AS PIC, I TOOK WHAT I BELIEVE TO BE 'IN THE INTEREST OF SAFETY' THE ONLY POSSIBLE ACTION IN ORDER TO PREVENT A BAD SIT FROM BECOMING WORSE.
