Narrative:

When ground control (ATC) was called for taxi from spot X they seemed surprised we were at spot X. Nothing was said and clearance to taxi was given and followed uneventfully. Local procedures required 3 calls to 3 different frequencys for pushback clearance. Clearance was given to crew but ground control seemed surprised we were at spot X. Suggest local procedures be simplified and written in a less confusing way to avoid surprising ground control. Local procedures (air carrier procedures) have pushback procedure on 'departure page' and should be on ramp operations page. Spots X and Y are ramp disconnect spots on taxiway M but other pages must be referenced to obtain this information. Best solution: give control of spots X and Y to ramp control (air carrier) since taxiway M is seldom if ever used for anything but pushback and starts.

SUGGEST LCL PROCS BE SIMPLIFIED AND WRITTEN IN A LESS CONFUSING WAY TO AVOID SURPRISING GND CTL. LCL PROCS (ACR PROCS) HAVE PUSHBACK PROC ON 'DEP PAGE' AND SHOULD BE ON RAMP OPS PAGE. SPOTS X AND Y ARE RAMP DISCONNECT SPOTS ON TXWY M BUT OTHER PAGES MUST BE REFED TO OBTAIN THIS INFO. BEST SOLUTION: GIVE CTL OF SPOTS X AND Y TO RAMP CTL (ACR) SINCE TXWY M IS SELDOM IF EVER USED FOR ANYTHING BUT PUSHBACK AND STARTS.
