Narrative:
Non radar holding at robrt and hyper intxns for iad. All aircraft cleared out of pattern except aircraft #1 at 13000 ft. No tag due to host/non host (ZDC/ZNY). Forgot about aircraft #1 tagged on wrong call sign. Gave pattern to ZNY for more arrs.

Title: WHILE HOLDING NON RADAR, ACFT X'S DATA TAG WAS LOST FOR AN UNKNOWN REASON. ACFT X WAS EITHER FORGOTTEN OR RETAGGED WITH A WRONG CALL SIGN AND ACFT Y WAS PUT INTO HOLDING AT THE SAME ALT. SEPARATION WAS LOST.
