While on localizer course for runway 13R at dfw (approximately 20 NM final), dfw approach control issued a TA. TCASII also sounded a TA. Visual search produced a piper cherokee (PA28) on a collision course. An evasive climb was initiated. Estimated miss distance = 0 ft horizontal, 100 ft vertical. Near midair collision report (FAA 8020-11) was filed with approach control after landing.
