Narrative:

First officer was flying SID from teb. SID says climb to 1500 ft until 4.5 mi on VOR then climb to 3000 ft on 280 degree heading. First officer climbed to 1500 ft and leveled, then began turn to 280 degrees. I was told to contact departure which I did. ATC responded to my call by saying maintain SID altitude. I looked at altimeter and first officer had climbed to approximately 1800 ft prior to 4.5 DME (we were approximately 3.0 mi from teb VOR) mi away.

Narrative: FO WAS FLYING SID FROM TEB. SID SAYS CLB TO 1500 FT UNTIL 4.5 MI ON VOR THEN CLB TO 3000 FT ON 280 DEG HDG. FO CLBED TO 1500 FT AND LEVELED, THEN BEGAN TURN TO 280 DEGS. I WAS TOLD TO CONTACT DEP WHICH I DID. ATC RESPONDED TO MY CALL BY SAYING MAINTAIN SID ALT. I LOOKED AT ALTIMETER AND FO HAD CLBED TO APPROX 1800 FT PRIOR TO 4.5 DME (WE WERE APPROX 3.0 MI FROM TEB VOR) MI AWAY.
