Narrative:

On approach to sea, had unsafe landing gear indication (nose gear not down and locked). Executed go around. Declared emergency. During checklist procedure discovered that first officer had inadvertently left hydraulic system in 'low and off' instead of correct 'hi and on.' with switches in proper position, gear extended normally. I advised ATC that we were no longer in an emergency situation and we returned for an uneventful landing. We had run the descent checklist prior to top of descent, but the first officer had not confirmed correct switch position for the hydraulic system.
