During descent an engine oil filter clog message illuminated for the right engine. Followed checklist procedures. Shut down the right engine and declared emergency. Landed at nearest suitable airport. Callback conversation with reporter revealed the following information: the reporter stated the engine was a P&west JT8D-217C and the filter was full of metal from internal engine bearings or component failure.
