Narrative:

Passing 12000 ft in climb out, the right electronic engine control failed with momentary egt in amber. Checklist completed with no other abnormals noted. Flight continued to dfw. In the descent passing 11000 ft, the right engine failed to respond. Egt followed thrust lever movement and fuel flow was constant at 600 pounds. Engine was shut down per checklist. Emergency was declared and normal landing was made on runway 18R. Callback conversation with reporter revealed the following information: the reporter stated on climb out the right engine electronic engine control caused the engine to spool up momentarily into the amber band then the electronic engine control fail light came on. The reporter said the engine operated normally on the main fuel control until on approach to dfw where the engine began to spool down with no throttle response and the egt climbing. The reporter stated the engine was then shut down. The reporter said when maintenance checked the engine at the gate the preliminary report was main fuel control failure.
