Narrative:
Lack of familiarization with logbook sign-off procedures. After test flts, xfer logbook items to OM-26 cards for heavy maintenance personnel. Aircraft returned from test flight after receiving a q-chk in heavy maintenance. The captain wrote-up that the flap handle was hard to get in the 'O' detent. I differentially adjusted flap handle control cables wfa and wfb 1/2 turn on each turn barrel. Cables were never slackened. I re-checked tensions and safetied turn barrels. This corrected problem with flap handle. My mistake was I failed to have inspection check and sign behind me on this item. This oversight was noted the next day, and the appropriate sign-off with inspection buyback was accomplished. Aircraft has been returned to service.

Title: A B737-400 HAD THE FLAP CTL HANDLE CABLES ADJUSTED PER THE FLAP CABLE ADJUSTMENT OVERHAUL JOB CARD BUT DID NOT HAVE THE REQUIRED INSPECTION.
Narrative: LACK OF FAMILIARIZATION WITH LOGBOOK SIGN-OFF PROCS. AFTER TEST FLTS, XFER LOGBOOK ITEMS TO OM-26 CARDS FOR HVY MAINT PERSONNEL. ACFT RETURNED FROM TEST FLT AFTER RECEIVING A Q-CHK IN HVY MAINT. THE CAPT WROTE-UP THAT THE FLAP HANDLE WAS HARD TO GET IN THE 'O' DETENT.
