Narrative:

The pre departure clearance read 'cleared as filed las OVETO3 dvc J146' etc... As per OVETO3 departure procedure, we flew 255 degree heading until reaching las 3 DME, then we turned right 070 degree heading. Immediately after starting turn, departure control called us and gave us a 070 degree heading, then said 'oh, I see you're already in the turn.' the controller then informed us that las VOR was OTS, and to look at the instructions on the bottom of the pre departure clearance. The last line of pre departure clearance said 'disregard departure procedures/SID fly runway heading vector dvc.' there was no traffic conflict at any time during takeoff or departure. The problem arose because we did not make note of the fact that the las VOR was OTS, didn't notice the remark that we should fly runway heading for vectors, and with the DME operating we followed the departure procedure/SID.

Title: A BOEING 727 FLC DID NOT FOLLOW THE DEP PROC REQUIRED WITH THE VOR OTS AT LAS.

Narrative: THE PDC READ 'CLRED AS FILED LAS OVETO3 DVC J146' ETC... AS PER OVETO3 DEP PROC, WE FLEW 255 DEG HDG UNTIL REACHING LAS 3 DME, THEN WE TURNED R 070 DEG HDG. IMMEDIATELY AFTER STARTING TURN, DEP CTL CALLED US AND GAVE US A 070 DEG HDG, THEN SAID 'OH, I SEE YOU'RE ALREADY IN THE TURN.' THE CTLR THEN INFORMED US THAT LAS VOR WAS OTS, AND TO LOOK AT THE INSTRUCTIONS ON THE BOTTOM OF THE PDC. THE LAST LINE OF PDC SAID 'DISREGARD DEP PROCS/SID FLY RWY HDG VECTOR DVC.' THERE WAS NO TFC CONFLICT AT ANY TIME DURING TKOF OR DEP. THE PROB AROSE BECAUSE WE DID NOT MAKE NOTE OF THE FACT THAT THE LAS VOR WAS OTS, DIDN'T NOTICE THE REMARK THAT WE SHOULD FLY RWY HEADING FOR VECTORS, AND WITH THE DME OPERATING WE FOLLOWED THE DEP PROC/SID.
