Narrative:
Flying the stl 1 departure from bdl. ZBW had us level at 17000 ft. A VFR commuter was at 17500 ft and may have descended to 17400 ft. We got a TCASII RA and descended to 16700 ft and when clear of conflict, returned to 17000 ft. Advised ZBW at the time of a TCASII descent and they did not respond.

Narrative: FLYING THE STL 1 DEP FROM BDL. ZBW HAD US LEVEL AT 17000 FT. A VFR COMMUTER WAS AT 17500 FT AND MAY HAVE DSNDED TO 17400 FT. WE GOT A TCASII RA AND DSNDED TO 16700 FT AND WHEN CLR OF CONFLICT, RETURNED TO 17000 FT. ADVISED ZBW AT THE TIME OF A TCASII DSCNT AND THEY DID NOT RESPOND.
