Narrative:

Houston tower instructed us to position and hold runway 26. I acknowledged. Tower cleared us for takeoff. 360 degrees after takeoff, we replied and added spool up thrust. Tower replied clearance again and instructed ATR on short final to be ready to go around. We called again after checking our radios and frequency (no change was made at any time) and I also tried on #2 head. We began takeoff roll. 2 other aircraft came on to tower and said that we copied everything and understood and would comply. ATR was told to go around, maintain 2000 ft. After passing through 400 ft, we were able to communicate with tower again. 30 seconds - 1 min was spent on runway without tower being able to hear our communication. Captain was instructed to call ATC. He did.
