Narrative:

On the barin FMS arrival into iad, we had a complete hydraulic failure. The QRH was complied with, the company and ATC were notified, and an emergency was declared. Crash fire rescue equipment trucks were standing by and we made an uneventful landing, stopping on the centerline of runway 19L. Prior to the approach, ATC was notified that we would have no flaps, steering or normal braking. We shut the engines down on the runway and crash fire rescue equipment inspected the aircraft. An emergency evacuate/evacuation was not deemed necessary. The company wanted me to have the aircraft towed to the terminal but I determined that would not be safe with passenger on board and us having no brakes. The passenger then deplaned and were driven to the terminal and the aircraft was towed in. The metropolitan washington airport authority/authorized is now possibly investigating our closing of the runway while the passenger deplaned rather than having the aircraft towed clear before deplaning. My concern was for safety not opening up the runway. My concern now is they are harassing my company and in turn the flight crew over a few mins of runway time. If we had towed in with passenger we may have compromised safety. The FAA also may investigate why we did not execute an emergency evacuate/evacuation or clear the runway.

Title: BA3100 LOST HYD FLUID ON APCH TO IAD. DECLARES EMER. DEPLANES PAX ON RWY. NO EVAC. NO INJURIES.

Narrative: ON THE BARIN FMS ARR INTO IAD, WE HAD A COMPLETE HYD FAILURE. THE QRH WAS COMPLIED WITH, THE COMPANY AND ATC WERE NOTIFIED, AND AN EMER WAS DECLARED. CFR TRUCKS WERE STANDING BY AND WE MADE AN UNEVENTFUL LNDG, STOPPING ON THE CTRLINE OF RWY 19L. PRIOR TO THE APCH, ATC WAS NOTIFIED THAT WE WOULD HAVE NO FLAPS, STEERING OR NORMAL BRAKING. WE SHUT THE ENGS DOWN ON THE RWY AND CFR INSPECTED THE ACFT. AN EMER EVAC WAS NOT DEEMED NECESSARY. THE COMPANY WANTED ME TO HAVE THE ACFT TOWED TO THE TERMINAL BUT I DETERMINED THAT WOULD NOT BE SAFE WITH PAX ON BOARD AND US HAVING NO BRAKES. THE PAX THEN DEPLANED AND WERE DRIVEN TO THE TERMINAL AND THE ACFT WAS TOWED IN. THE METRO WASHINGTON ARPT AUTH IS NOW POSSIBLY INVESTIGATING OUR CLOSING OF THE RWY WHILE THE PAX DEPLANED RATHER THAN HAVING THE ACFT TOWED CLR BEFORE DEPLANING. MY CONCERN WAS FOR SAFETY NOT OPENING UP THE RWY. MY CONCERN NOW IS THEY ARE HARASSING MY COMPANY AND IN TURN THE FLC OVER A FEW MINS OF RWY TIME. IF WE HAD TOWED IN WITH PAX WE MAY HAVE COMPROMISED SAFETY. THE FAA ALSO MAY INVESTIGATE WHY WE DID NOT EXECUTE AN EMER EVAC OR CLR THE RWY.
