Narrative:

A flight of 2 F16's at acy airport reported 11 mi northwest of acy VORTAC inbound for sfo approach to runway 13 and requested an IFR clearance. I instructed the aircraft to remain outside of the class C airspace and stand by. I informed the pilot of the high volume of traffic currently operating into and from the airport. I asked him if he wanted the flight split up and advised him that an sfo clearance was not authority/authorized due to the current ceiling reported at 3500 ft broken. The LOA does not allow sfo's whenever the ceiling is reported less than 5000 ft. The pilot then stated 'I do not have time for this,' and switched his frequency to the tower 239.0 and continued inbound to the airport descending out of 7000 ft without ATC authority/authorized, conflicting with numerous aircraft in the vicinity of and operating at acy airport. This was reported to the supervisor on shift.

Title: RPTR STATES THAT ACFT X, THAT WAS REQUESTING A SIMULATED FLAMEOUT APCH, DISREGARDED ATC INSTRUCTIONS TO REMAIN CLR OF CLASS C AIRSPACE.

Narrative: A FLT OF 2 F16'S AT ACY ARPT RPTED 11 MI NW OF ACY VORTAC INBOUND FOR SFO APCH TO RWY 13 AND REQUESTED AN IFR CLRNC. I INSTRUCTED THE ACFT TO REMAIN OUTSIDE OF THE CLASS C AIRSPACE AND STAND BY. I INFORMED THE PLT OF THE HIGH VOLUME OF TFC CURRENTLY OPERATING INTO AND FROM THE ARPT. I ASKED HIM IF HE WANTED THE FLT SPLIT UP AND ADVISED HIM THAT AN SFO CLRNC WAS NOT AUTH DUE TO THE CURRENT CEILING RPTED AT 3500 FT BROKEN. THE LOA DOES NOT ALLOW SFO'S WHENEVER THE CEILING IS RPTED LESS THAN 5000 FT. THE PLT THEN STATED 'I DO NOT HAVE TIME FOR THIS,' AND SWITCHED HIS FREQ TO THE TWR 239.0 AND CONTINUED INBOUND TO THE ARPT DSNDING OUT OF 7000 FT WITHOUT ATC AUTH, CONFLICTING WITH NUMEROUS ACFT IN THE VICINITY OF AND OPERATING AT ACY ARPT. THIS WAS RPTED TO THE SUPVR ON SHIFT.
