Narrative:

At time of takeoff at oma airport, tower reported RVR's as: touchdown zone 700 ft, mid field 600 ft, rollout 500 ft. This is below takeoff minimums for the airport runway 14R. The captain elected to make the takeoff anyway stating he heard the rollout as 600 ft RVR. Since the RVR's were so close to takeoff minimums, the captain should have taken a few mins to check the RVR's again and check operations specifications portion of our manual.
