Narrative:

After takeoff runway 26L phx, tower said 'contact departure.' first officer switched to departure frequency. Before first officer could say anything, departure controller came on and said 'air carrier X abc cleared to 15000 ft.' first officer read back. Then departure controller came on again and asked our altitude. First officer responded 'passing 3500 ft' or thereabouts. Departure then said 'maintain 230 KTS.' first officer responded. Departure called traffic (aircraft Y) at 11-12 O'clock eastbound at 9000 ft. First officer called traffic in sight. We were in a left turn which would take us behind the Y traffic. Passing 8400 ft departure told us to maintain 8000 ft and we immediately went back down to 8000 ft. Aircraft Y traffic passed about 2 mi to our left. Departure then reclred us to 15000 ft. We climbed to 15000 ft, still at 230 KTS. Suspect high workload and confusion at phx departure control. Never felt there was any danger of collision or near miss.

Narrative: AFTER TKOF RWY 26L PHX, TWR SAID 'CONTACT DEP.' FO SWITCHED TO DEP FREQ. BEFORE FO COULD SAY ANYTHING, DEP CTLR CAME ON AND SAID 'ACR X ABC CLRED TO 15000 FT.' FO READ BACK. THEN DEP CTLR CAME ON AGAIN AND ASKED OUR ALT. FO RESPONDED 'PASSING 3500 FT' OR THEREABOUTS. DEP THEN SAID 'MAINTAIN 230 KTS.' FO RESPONDED. DEP CALLED TFC (ACFT Y) AT 11-12 O'CLOCK EBOUND AT 9000 FT. FO CALLED TFC IN SIGHT. WE WERE IN A L TURN WHICH WOULD TAKE US BEHIND THE Y TFC. PASSING 8400 FT DEP TOLD US TO MAINTAIN 8000 FT AND WE IMMEDIATELY WENT BACK DOWN TO 8000 FT. ACFT Y TFC PASSED ABOUT 2 MI TO OUR L. DEP THEN RECLRED US TO 15000 FT. WE CLBED TO 15000 FT, STILL AT 230 KTS. SUSPECT HIGH WORKLOAD AND CONFUSION AT PHX DEP CTL. NEVER FELT THERE WAS ANY DANGER OF COLLISION OR NEAR MISS.
