Narrative:

Our clearance stated to fly the 'noise abatement procedure northeast.' after departure, we followed the northeast 'noise abatement IFR procedure' and turned 'right (nebound) as soon as practicable.' the northeast departure states to intercept the assigned ATC heading or radial, however none was assigned. On switching radios to departure, we queried as to which heading nebound to fly. In response, the controller queried our heading and proceeded by assigning us immediate headings to which we complied. It was apparent that there was confusion on the controller's behalf as to why we were nebound. The rest of the flight was normal.

Title: A BOMBARDIER REGIONAL JET CL65 FLC ENTERED PROHIBITED AIRSPACE P56 DEPARTING DCA.

Narrative: OUR CLRNC STATED TO FLY THE 'NOISE ABATEMENT PROC NE.' AFTER DEP, WE FOLLOWED THE NE 'NOISE ABATEMENT IFR PROC' AND TURNED 'R (NEBOUND) AS SOON AS PRACTICABLE.' THE NE DEP STATES TO INTERCEPT THE ASSIGNED ATC HDG OR RADIAL, HOWEVER NONE WAS ASSIGNED. ON SWITCHING RADIOS TO DEP, WE QUERIED AS TO WHICH HDG NEBOUND TO FLY. IN RESPONSE, THE CTLR QUERIED OUR HDG AND PROCEEDED BY ASSIGNING US IMMEDIATE HDGS TO WHICH WE COMPLIED. IT WAS APPARENT THAT THERE WAS CONFUSION ON THE CTLR'S BEHALF AS TO WHY WE WERE NEBOUND. THE REST OF THE FLT WAS NORMAL.
