Narrative:

During pushback, APU air was insufficient to start engines. Consulted MEL while coordinating with ground crew, flight attendants, ramp control, and maintenance. Didn't discover until after takeoff that while flight crew could placard the APU, dispatcher approval is required. Contacted dispatcher who gave his approval. We should have completed MEL procedure prior to departure.

Title: A B737 WAS DISPATCHED IN NON COMPLIANCE WITH THE APU PNEUMATICS INOP AND DEFERRED WITH NO DISPATCHER NOTIFICATION.

Narrative: DURING PUSHBACK, APU AIR WAS INSUFFICIENT TO START ENGS. CONSULTED MEL WHILE COORDINATING WITH GND CREW, FLT ATTENDANTS, RAMP CTL, AND MAINT. DIDN'T DISCOVER UNTIL AFTER TKOF THAT WHILE FLC COULD PLACARD THE APU, DISPATCHER APPROVAL IS REQUIRED. CONTACTED DISPATCHER WHO GAVE HIS APPROVAL. WE SHOULD HAVE COMPLETED MEL PROC PRIOR TO DEP.
