Narrative:

WX was moving west to east across approach path ILS runway 35 mco. I turned from 360 degrees to 090 degrees to avoid severe WX after getting a 20-50 KT windshear on ILS, and due to frequency congestion due to a non essential pilot/controller discussion, had to turn and then tell ATC. Due to similar call signs, another aircraft answered our ATC transmission, and a discussion evolved. We were on the ILS, ATC canceled our approach clearance, and gave us holding instructions at the OM. Before I could request immediate turn to 090 degrees to avoid WX, another aircraft responded to the transmission and a discussion evolved lasting approximately 30 seconds. We had already experienced a 70 KT windshear and were in moderate turbulence. I could not communicate with ATC, so instructed the first officer to turn to 090 degrees to avoid severe WX. When the frequency was clear, we advised ATC of our action, and the reason. Something must be done to improve pilot/controller communication -- especially during critical phases of flight.

Title: DHC8 CREW USES CAPT AUTH TO AVOID CELL DURING APCH IN WINDSHEAR AND TURB AT MCO.

Narrative: WX WAS MOVING W TO E ACROSS APCH PATH ILS RWY 35 MCO. I TURNED FROM 360 DEGS TO 090 DEGS TO AVOID SEVERE WX AFTER GETTING A 20-50 KT WINDSHEAR ON ILS, AND DUE TO FREQ CONGESTION DUE TO A NON ESSENTIAL PLT/CTLR DISCUSSION, HAD TO TURN AND THEN TELL ATC. DUE TO SIMILAR CALL SIGNS, ANOTHER ACFT ANSWERED OUR ATC XMISSION, AND A DISCUSSION EVOLVED. WE WERE ON THE ILS, ATC CANCELED OUR APCH CLRNC, AND GAVE US HOLDING INSTRUCTIONS AT THE OM. BEFORE I COULD REQUEST IMMEDIATE TURN TO 090 DEGS TO AVOID WX, ANOTHER ACFT RESPONDED TO THE XMISSION AND A DISCUSSION EVOLVED LASTING APPROX 30 SECONDS. WE HAD ALREADY EXPERIENCED A 70 KT WINDSHEAR AND WERE IN MODERATE TURB. I COULD NOT COMMUNICATE WITH ATC, SO INSTRUCTED THE FO TO TURN TO 090 DEGS TO AVOID SEVERE WX. WHEN THE FREQ WAS CLR, WE ADVISED ATC OF OUR ACTION, AND THE REASON. SOMETHING MUST BE DONE TO IMPROVE PLT/CTLR COM -- ESPECIALLY DURING CRITICAL PHASES OF FLT.
