Narrative:
Advise that a passenger chain saw would not be boarded in the lower cargo compartment. It was in a locked case and the baggage handlers wouldn't load it for fear of fuel being in the tank. We were able to obtain the key for the lock and I went down and opened the case. After removing the fuel cap and inverting and shaking vigorously I determined there was no fuel in the tank and requested it be loaded. I was unaware that this was not the proper procedure for handling of what may have been a restr article. I was notified by our bna station that this was not handled properly. I will, in the future, let the qualified station personnel handle these sits.
