Aircraft were in opposite direction flight. Aircraft X nwbound level at FL280. Aircraft Y was sebound descending to FL280. Aircraft Y received an RA leaving FL286 and climbed back to FL290. Controller saw traffic intending to clear aircraft Y to FL290. Entered in data block FL290 but issued FL280.
