Narrative:

Was told by dayton approach to descend from 6000 ft MSL to 4000 ft MSL. I am often given discretion to 4000 ft on this particular route. Dayton came on 13 mi later and asked me why I had not descended to 4000 ft. I immediately initiated a descent to 4000 ft. No evasive was taken or needed. There were no conflicts with other aircraft. I was in fault for not descending right away. I will be more careful in the future and have learned from this mistake.

Title: PLT OF AN ATX CARGO PIPER PA31 DELAYED STARTING DSCNT TOO LONG RESULTING IN APCH CTLR ASKING HIM WHY HE HAD NOT DSNDED AFTER 13 MI AFTER RECEIVING THE CLRNC.

Narrative: WAS TOLD BY DAYTON APCH TO DSND FROM 6000 FT MSL TO 4000 FT MSL. I AM OFTEN GIVEN DISCRETION TO 4000 FT ON THIS PARTICULAR RTE. DAYTON CAME ON 13 MI LATER AND ASKED ME WHY I HAD NOT DSNDED TO 4000 FT. I IMMEDIATELY INITIATED A DSCNT TO 4000 FT. NO EVASIVE WAS TAKEN OR NEEDED. THERE WERE NO CONFLICTS WITH OTHER ACFT. I WAS IN FAULT FOR NOT DSNDING RIGHT AWAY. I WILL BE MORE CAREFUL IN THE FUTURE AND HAVE LEARNED FROM THIS MISTAKE.
