Narrative:

Z time: XX50Z. Altitude: 11000 ft. ATC facility: regional approach. Location: jen/039 degrees 26 NM. While on the glen rose arrival at hirst intersection at 11000 ft altitude we were commanded climb by TCASII to climb, climb now. First officer flying started climb and I asked for right turn immediately. Shortly thereafter I saw aircraft. It was a home built low wing black or dark blue with white scallops, bubble canopy, tail dragger. I think it is an rv 4 type aircraft. This aircraft was 400 ft below and directly off our nose. I believe he was performing acrobatics, but definitely not maintaining VFR. Aircraft was not maintaining VFR cloud separation. We climbed 800 ft and turned 20 degrees right of course with top of climb approximately 12000 ft which was 1000 ft off assigned altitude. 2 other aircraft behind us on the arrival also reported this aircraft on their TCASII as a conflict, and I can identify this aircraft if needed. I had a very good look at it. Our estimate of closest point was 400 ft vertical and 1.5 mi horizontally.
