Narrative:
Aircraft X was cleared to an altitude in error. The altitude went through the altitude of aircraft Y. We attempted to stop aircraft X to maintain 2000 ft separation but were unable due to frequency congestion.

Title: ZDC CTLRS ASSIGN INCORRECT DSCNT ALT, CONFLICTING WITH ANOTHER ACFT. DUE TO FREQ CONGESTION, THE CTLRS WERE UNABLE TO AMEND THE CLRNC IN TIME TO MAINTAIN LEGAL SEPARATION.
Narrative: ACFT X WAS CLRED TO AN ALT IN ERROR. THE ALT WENT THROUGH THE ALT OF ACFT Y. WE ATTEMPTED TO STOP ACFT X TO MAINTAIN 2000 FT SEPARATION BUT WERE UNABLE DUE TO FREQ CONGESTION.
