Narrative:

Flew las-dfw without event until approach to runway 13R dfw. Windshear reported by previous landing aircraft. We never received windshear warning indication in cockpit. At 200 ft AGL, approach end winds were 320 degrees at 23 KTS. Elected to go around. Second approach, this time to runway 18R, same results, 20 KT tailwind at 500 ft. Elected to go around again. Expressed concern to dfw approach control about lack of wind information given us by approach and tower until short final at low altitudes. ATC changed runways. Vectored for and landed on runway 36L without further event. Although numerous windshear reports given, we elected gars in absence of windshear warning only because of strong tailwinds below 1000 ft AGL on approach. I am not concerned about ensuing violations as a jump seating FAA official expressed no concern for our performance. But I'm submitting this report as a conservative measure since the FAA was present. Supplemental information from acn 439305: while being vectored to final, approach control advised us that the winds were favorable for runway 13R and they would vector us for that runway. As we turned base to final, performance deteriorated. Tower reported midfield winds were still favorable for landing runway 13R. On short final, tower reported a tailwind of 18 KTS. We were vectored around for an approach to runway 18R. Upon turning final, we monitored our INS/GPS for wind readouts. Even though tower reported winds out of the south, the INS/GPS both indicated winds out of the northwest at 22 KTS. We initiated another missed approach. Upon contacting approach/departure controller, we notified them of the disparity between reported surface winds and actual wind as indicated by INS/GPS on final approach. Approachs to the south runways were terminated, and the airport was turned around to accept approachs from the south.
