Narrative:

While on visual approach to landing at phl runway 27R, the FMGC on the captain's side unknowingly failed causing the autothrottle system to command climb power. A go around was initiated but the throttles did not become ctlable until the airspeed was in excess of approximately 290 KTS. Manual control of the throttles led to a safe landing on the second attempt.

Title: AIRBUS A319 CREW HAD NO CTL OF THE ENG THROTTLES. BOTH ENGS WENT TO CLB THRUST.

Narrative: WHILE ON VISUAL APCH TO LNDG AT PHL RWY 27R, THE FMGC ON THE CAPT'S SIDE UNKNOWINGLY FAILED CAUSING THE AUTOTHROTTLE SYS TO COMMAND CLB PWR. A GAR WAS INITIATED BUT THE THROTTLES DID NOT BECOME CTLABLE UNTIL THE AIRSPD WAS IN EXCESS OF APPROX 290 KTS. MANUAL CTL OF THE THROTTLES LED TO A SAFE LNDG ON THE SECOND ATTEMPT.
