Narrative:

While on a photo mission, I asked for and received permission from the tower to photograph a park at the north airport boundary. The park is located at the approach ends of runways 13L, 13R. Each runway has a separate tower frequency. I was monitoring the left runway frequency (have 1 radio) and flew on the centerline toward the park. As I reached the park, a piper navajo passed me on the left and then steered in front of me to land on the right runway, I then continued on to the helipad for landing. Tower had not mentioned the traffic. It is not known if the other aircraft knew I was there and just went around me or if he took evasive action. He approached from behind and was on the other tower frequency.

Title: A BELL 206BIII OFF THE END OF RWY 13L HAS AN NMAC WITH A PA31 WHO VEERED IN FRONT OF HIM TO ALIGN WITH RWY 13R AT BFI, WA.

Narrative: WHILE ON A PHOTO MISSION, I ASKED FOR AND RECEIVED PERMISSION FROM THE TWR TO PHOTOGRAPH A PARK AT THE NORTH ARPT BOUNDARY. THE PARK IS LOCATED AT THE APCH ENDS OF RWYS 13L, 13R. EACH RWY HAS A SEPARATE TWR FREQ. I WAS MONITORING THE L RWY FREQ (HAVE 1 RADIO) AND FLEW ON THE CTRLINE TOWARD THE PARK. AS I REACHED THE PARK, A PIPER NAVAJO PASSED ME ON THE L AND THEN STEERED IN FRONT OF ME TO LAND ON THE R RWY, I THEN CONTINUED ON TO THE HELIPAD FOR LNDG. TWR HAD NOT MENTIONED THE TFC. IT IS NOT KNOWN IF THE OTHER ACFT KNEW I WAS THERE AND JUST WENT AROUND ME OR IF HE TOOK EVASIVE ACTION. HE APCHED FROM BEHIND AND WAS ON THE OTHER TWR FREQ.
